DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
- Develop materials and production plans and manage execution/coordination suppliers and sub-contractors.
- Monitor status of open purchase orders to ensure on-time delivery of all materials, including timely resolution, communication and mitigation of future potential problems.
- Expedite or defer orders as required based on schedule/inventory changes.
- Determine and establish optimal inventory levels based on forecast, demand variation and material lead times.
- Coordinate material flows throughout product/BOM changes, obsolescence, and the introduction of new suppliers and/or materials due to new product development.
- Manage the inter-company flow or materials between warehouse locations.
- Manage and resolve issues regarding PO to invoice discrepancies, returns and quality problems with suppliers.
- Provide back-up support for supply chain functions including shipping, receiving, material handling and other duties as assigned.
- Setup & maintain material master system planning parameters (MOQ,
lead time, safety stocks). - Collaborate with internal customers and provide a high level of customer service, including recommending solutions, resources, and alternative supply options.
- Ensure and promote compliance to Company and Procurement policies and procedures.
REQUIREMENTS

- 5 years of experience in a buyer role working for a direct manufacturing company.
- Expert applied knowledge of forecasting, ERP, transportation, and supply chain management disciplines.
- Proficient with MS Office suite – advanced skills with MS Excel.
- Strong sense of urgency & attention to detail.
- Excellent organization, communication and follow-up skills • Able to influence others & manage conflict.
- Ability to self-direct and take constructive action in ambiguous situations • Analytical with a methodical approach to problem solving.
DUTIES

- Sourcing new suppliers according to thorough research, via websites, supplier meetings and communications, purchase histories, recommendations and various creative techniques.
- Qualifying and selecting suppliers according to purchase, quality and pricing history, or based on previous government supply and product knowledge.
- Review and understand all material requirements for assigned commodities.
- Effectively manage purchase order process. Review all relevant material requirements (Purchase suggestions via MRP, Min/Max, Kanban, etc.).
- Use negotiating tactics to obtain preferred quality, pricing and product delivery with favorable suppliers.
- Solicit, expedite, and evaluate supplier quotes and services to determine most desirable suppliers for raw materials and machined components.
- Prepare all aspects of bids, RFQ’s and proposals, including precise specifications, supporting spreadsheets, comparisons, recommendations and justifications.
- Create and submit purchase orders for internal review and final order selection based on buyer recommendations and company requirements in support of the production plan.
- Submit and confirm receipt of approved purchase orders to suppliers.
- Process availability reports as needed.
- Maintain purchasing data accuracy. This includes the maintenance of all relevant Part, Supplier, Contacts, Pricing, Part Cost, Delivery Dates, and PO Status notes to ensure system is current and up-to-date.
- Support Engineering Change Processes and new product development initiatives. Review all ECN follow up requirements to write ECP’s, update part revisions, descriptions, and purchase orders as ECP’s are released.
- Ensure DFARS flow downs are updated according to current contracts and adhered to during purchase order placement.
- Develop and maintain accurate purchasing performance metrics to include supplier delivery (shortage reports, on-time delivery performance).
WORK ENVIRONMENT
This job operates in a professional, machining, warehouse, and indoor and outdoor shooting range. The use of safety glasses and hearing protection are required in specific areas of the facility.
PHYSICAL DEMAND
- Ability to lift 50 lbs. when required.
- Ability to sit for long periods.
- While performing the duties of the job, the employee is regularly required to stand, walk and reach with hands and arms.
- Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
SKILLS
- Have moderate computer skills with Windows, Word, and Excel etc.
- ANSI Y14.5 understanding is required.
- CMM operating and programming experience mandatory.
LANGUAGE SKILLS
Effectively communicate and understand job instructions both verbally and written in the English language.
REQUIRED EDUCATION AND EXPERIENCE
High school diploma or GED required.
TRAVEL
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
POSITION TYPE / EXPECTED HOURS OF WORK
This is a F/T salary position, 7:00-5:30. Days and hours of work are Monday through Thursday, or as needed.
